Dear Secretary Kerry,

I strongly oppose plans by Exxon-Mobil and Enbridge Inc. to create a new pathway for tar sands into the United States by pumping it from Montreal, Canada to Portland, Maine. The aging Line 9 and Portland/Montreal pipelines pose unacceptable threats to the environment, waterways, and climate that should be assessed before making a decision.

Switching the contents of these aging pipelines from conventional crude oil to tar sands oil and increasing their flow capacity poses significant safety risks that must be examined, and should require a new Presidential Permit and an opportunity for public input.

Tar sands results in more climate change pollution than conventional oil and presents unique spill risks that are more difficult to clean up.

Please make sure thorough and transparent reviews of all cross-border pipeline projects are conducted to ensure that our communities, wildlife habitat, waterways, and climate are protected.
